Board approves Amsterdam Simple Subdivision final plat; staff notes wetlands and no SIA required

Park County commissioners approved the final plat for Amsterdam Simple Subdivision No. 330 in a voice vote after staff summarized interagency review and recommended conditions.

Planning and zoning staff said applicant Lyle Evolo seeks to create a single 6.57-acre residential lot out of an existing 182.89-acre parcel northwest of Ralston and southwest of Powell. The parcel abuts Bureau of Reclamation land; staff reported agency responses including an approved right-of-way from the Bureau of Reclamation and concurrence from the Shoshone Irrigation District on access and utilities.

Staff noted that the U.S. Fish and Wildlife Service and the National Wetlands Inventory have identified wetlands on the property. Wyoming Game and Fish recommended a minimum buffer of 300 meters from the reservoir high-water mark and suggested conservation easements or open-space zoning to protect wildlife movement corridors; staff recommended incorporating a long-term noxious weed management plan. Park County Public Works said no new roads are proposed and will issue addresses at development.

The staff recommendation included three conditions mirroring county practice: an 18-month expiration for recording the final plat unless recorded sooner, recording of final documents in the presence of planning staff, and compliance with Park County development regulations and Wyoming statute 18-5-306. The board amended the record on condition language to specify the 2015 Park County regulations at a commissioner’s request.

There were no public comments. After a motion and second, commissioners approved the final plat by voice vote and directed staff to proceed with standard recording procedures.
