Council members described the planned improvements as a new plaza that will provide open space near First Avenue and noted the special-improvement district will be financially invested and responsible for maintenance after construction.
Council members commended the collaborative work among engineering, water, and recreation departments. One councilmember corrected a verbal reference to the street name during remarks, clarifying that the project fronts First Avenue.
The bid award and related maintenance arrangements were before the council; no final contract signature was recorded at the pre-meeting. Council members said they expect the project to proceed to construction once the formal procurement process is completed and maintenance arrangements are finalized.
