Committee approves new parking operations superintendent position

At a meeting of the Committee on Human Resources and Insurance of the Manchester Board of Mayor & Aldermen, members approved adding a newly created parking operations superintendent position (Grade 21) to the parking division’s staffing complement and adopted a new job classification for the role.

The position was presented by Faye Morrison, parking manager. Morrison told the committee the role is funded under current resources: “No. This is this is a funded position.” Committee members voted by voice; the chair declared the motion carried.

The vote came after Alderman Oliver Vincent asked about fiscal impact and whether the new classification would change duties for parking enforcement officers. Morrison responded that the position is funded without a new budget appropriation and that it would not change the enforcement officers’ roles: “Not at all.”

Alderman Oliver Vincent moved to approve the classification and addition; the motion was seconded by Alderman Birkisch (the transcript later records the second as “Bergisch”). The meeting record shows the motion passed by voice vote; a roll-call tally of individual member votes was not specified in the transcript.

The committee also received an informational human resources report submitted by Lisa Drabek, Human Resources Director, covering position summaries, vacancy requisitions, grievance and arbitration summaries and a Sapphire report. That item was presented for informational purposes and drew no substantive questions requiring action.

With the parking position approved, no additional steps or implementation dates were specified during the meeting. The committee adjourned after completing the agenda items.
