Committee backs charter amendment to move municipal primary to fourth Tuesday in June

The Committee on Administration and Information Systems voted to approve a proposed charter amendment to change Manchester's municipal primary election to the fourth Tuesday in June in each odd-numbered year, with corresponding adjustments to filing periods and notice requirements.
Matthew Norman, the city clerk, presented the communication and explained the change is intended to align the municipal primary with school schedules and a pair of bills at the state legislature that also move primaries to June. "I would just note for the record too that this proposes a fourth Tuesday in June, and I did that because of the school's calendar," Norman said, adding the intent is to avoid interfering with polling locations associated with schools.
Committee members noted that two bills at the statehouse propose moving the primary to June; Norman said one bill began with date 01/27 and the other with 01/26 in their drafts, and that the committee's role is to forward the city's proposed charter language to the state. After brief discussion the committee voted in favor and the chair said the ayes had it.
Norman said that after the committee's acceptance, the proposal will be forwarded to the state, where the charter amendment will require additional votes before becoming final.
