Board approves series of grant acceptances, hazard and paving CIP items and minor requests

The Manchester Board of Mayor & Aldermen approved a slate of amending resolutions and budget authorizations covering grant awards, CIP transfers and minor departmental requests.
Among the approvals were a $20,000 award for a school-based dental program (CIP 2 11 4 2 5), $18,902 in additional FY22 hazmat funding (CIP C30040125), a $23,493.62 FY24 hazard mitigation grant (CIP C3000402 '25 FY '24), $24,893 for the Bloomberg Opportunity Youth Collaborative (CIP c41002125), and $84,045 for Project Safe Neighborhoods (CIP c330040025). They also approved a $200,000 opioid abatement allocation for a CRU second shift (CIP 3 c30040325 opioid abatement).
The board granted early approval for several pavement projects requested by Highway Chief Engineer Caleb Dobbins: $300,000 for parks paving (CIP c50007026 FY26), $1,000,000 for school paving (CIP c5070126 FY26) and $6,538,000 for the FY26 roadway program (CIP c50070326 FY26). Fire Chief Ryan Cashin received permission to obtain two additional license plates for the department’s vehicle barrier trailers.
Most items were moved and seconded by aldermen on the dais and passed by voice vote with no roll-call tallies given in the meeting excerpt. Board members gave no extended debate on these items during the excerpted discussion; several presenters asked only for the items to be “reported out” or approved.
Ending: Staff will incorporate awarded funds into department budgets and CIP accounting. The paving approvals were presented as early approvals for FY26 projects to allow planning and bidding to proceed.
