The Harrington City Commission approved a written maintenance agreement with Lyon Township that formalizes how the two governments will share materials and labor to maintain named gravel and rock roads.
City Manager Brad Motti told commissioners Lyon Township historically supplied grading equipment and helped spread rock the city purchased; the agreement puts that arrangement in writing and removes Rain Road from the list because the county continues to maintain it. “So pretty simple, but, just gives us something that we can base it off of,” Motti said.
The agreement, as described to the commission, will have the city buy rock or other materials and Lyon Township provide grading and spreading; the document also includes a clause that major construction work would be subject to competitive bidding and that items beyond internal city staff spending limits would be brought back to the commission. A commissioner moved to approve the maintenance agreement and to authorize the designated official to execute it; the motion passed.
Commissioners did not raise objections during discussion and voted to approve the measure. The ordinance-level effect is administrative: it documents an existing operational partnership and clarifies when formal bidding or commission approval will be required for larger projects.
Staff said the agreement will serve as the basis for future maintenance coordination and that any contracts requiring bids or expenditures above staff-authorized thresholds will be returned to the commission for approval.
The signed agreement will be placed on file with city records and executed by the authorized official.
