County engineer outlines quarter of bridge, paving and drainage projects; proposes reallocating shouldering funds to extend overlay

Justin Mader, Saline County engineer, presented a quarterly status report on road and bridge projects covering design, contracts, construction and budget implications.
Mader told the commission that RMA was awarded the 2025 reinforced concrete box contract for $643,414.22 and Mayer Specialty Services won a pipelining contract for $276,582. Circle C Paving completed 44 miles of chip seal and 12.7 miles of scrub seal at a cost of $1,485,440.29. A magnesium chloride containment structure was built in the county yard for $46,396.41.
Mader described active and planned projects including a Cloudstreet reinforced concrete haunch slab, Burma Road hot‑mix overlay with superelevation corrections (work was underway), and a proposal to use approximately $300,000 that had been allocated for shoulder repairs to extend the hot‑mix overlay south by about 1.5 miles. He said he would seek a change order in the coming weeks to realize that extension and asked commissioners if they had objections to redirecting the funds; no objections were raised and he said he would return with formal paperwork.
Mader also described staffing and contracting issues: the county has been unable to attract qualified surveyors for an open county surveyor/assistant county engineer role; the county has an on‑call surveying agreement with Schwab Eaton to handle project survey needs, and Mader estimated $5,000–$10,000 in survey review costs for subdivision plats the county must handle by statute.
The commission heard the report for information; Mader said some work will proceed in the coming months and staff will return to the board for any contract changes or budget adjustments.
