City staff reported six bids were opened on Oct. 9, 2025, at 1 p.m.; the low bid was reported as just over $30,000,000. The city administrator and project staff told council that verification of contractor backgrounds, subcontractors and other bid elements remains underway. The administration noted that two industries are funding this phase of the project and staff plans to meet with them before award.
Staff noted the advertised financial impact for the project was $34,760,000 and that several bids came in under the estimated cost. Council discussion confirmed the city can hold bids for 61 days; staff said the drop-dead date for the bids would be Dec. 2 if held to that limit. Council made a motion to table the award for one meeting and the motion carried on an affirmative vote.
The council recorded the action formally as a motion to table the award to Nov. 4, 2025; staff will return with verified bid information and any recommended award at that future meeting.
