Leavenworth updates snow-and-ice plan: earlier plowing, expanded brine capacity and interagency coordination

Staff said the city has shifted to plowing as soon as snow begins to accumulate—rather than waiting for a two-inch threshold—to avoid compacted, icy road surfaces. They described recent investments in brining capability and said a new brine tank included in the upcoming CIP will significantly increase the city’s pre-treatment capacity. Staff also outlined cooperative planning with local agencies and two contractors (Lisonbee Weaver and Lehi) and noted an October meeting that reviewed routes and shared resources.
The policy clarifies that residential alleys are not routinely plowed or deiced except when an emergency is verified and requested by public safety personnel. Staff said the police department will be the verification contact for emergency alley clearing requests. The city replaces damaged mailboxes and posts when plows or operation activities have damaged them and will place new posts when needed.
Staff recommended public outreach—frequently asked questions (FAQ) materials and social-media messaging—to explain plowing priorities, driveway shoveling tips and why plowed snow may temporarily block driveways. Commissioners suggested and staff agreed to prepare a short public video or FAQ and to highlight proper snow-shoveling practices to limit reburial of driveways.
No policy vote was taken; the presentation reiterated current operations and requested the commission’s continued support for planned equipment purchases.
