Kootenai County commissioners approve bid awards, equipment purchases and election preparations

At its Oct. 21 meeting the Kootenai County Board of Commissioners approved a range of routine procurement and election items, including a fire-mitigation bid for 39.787 acres, equipment repairs and repair limits, a five-year Taser agreement, and polling-place approvals for the Nov. 4 consolidated election.
Kootenai County commissioners on Oct. 21 approved multiple routine procurement, maintenance and election-preparation items, voting unanimously on each motion.
Actions taken included awarding a hazardous fuel-treatment bid under the Northern Timber Fire Smart Grant to CDA Equipment for 39.787 acres; approving payment of county payables totaling $2,777,734.41 for Oct. 13–17; authorizing up to $34,000 to replace a knuckle-boom crane grapple at the Ramsey Transfer Station; and approving a five-year Taser purchase agreement with Axon Enterprises for the adult misdemeanor probation department with a first payment of $13,518.96.
Other approvals included the annual renewal of the Boathouse lease for the Sheriff’s Office on Blackwell Island for $8,670; an appraisal engagement for a property on East Hayden Lake Road for $1,500 with Kerry Vogel; a no-cost contract amendment to MC Squared Inc. to extend deliverables for a boat-garage engineering design project from Oct. 31, 2025, to Jan. 2, 2026; and approval to pay an invoice exceeding the $10,000 threshold for ADA ramp/stairs work performed by CR Concrete (invoice 8556).
The elections office received approval for a $10,488.09 invoice from Election Systems & Software LLC (ES&S) for election equipment programming for the Nov. 4 consolidated election, and the board approved an interim event license to use the Jacqueline Building at the fairgrounds as a polling location for four precincts on Nov. 4. The board also adopted Resolution 2025-82 to designate polling places in the event of a runoff for the City of Spirit Lake, should one be required; the resolution cites Idaho Code §34-302 and Idaho Code §50-612 and sets a planning date of Dec. 2, 2025, to accommodate a possible runoff.
Each motion carried on unanimous voice votes: Commissioner Eberline, Commissioner Duncan and Chair Metoyer recorded “Aye” for the listed items. Department heads who presented items included Andrea Littlefield (Office of Emergency Management) for the hazardous-fuels bid; John Phillips (Solid Waste) for the crane repair; Will Hunter (Adult Misdemeanor Probation) for the Axon agreement; Sergeant Ryan Miller (Sheriff’s Office) for the boathouse lease; David Callahan (Community Development) for the appraisal; Nick Snyder (Parks & Waterways) for the MC Squared amendment; Jeff Fuller (Building & Grounds) for the ADA invoice; and Asa Gray (Elections) for the ES&S invoice and the polling-place requests.
The board’s approvals allow county departments to proceed with the contracted work and required payments; several items were noted as budgeted in the departments’ fiscal-year budgets. For the hazardous-fuels work, the county said six responsive, qualified bidders responded to the notice inviting bids and CDA Equipment submitted the lowest bid. Solid Waste director John Phillips told commissioners the replacement grapple was quoted at $32,595.60 and requested authority to spend up to $34,000 to cover freight and shipping variability.

Most presenters noted that the expenditures were budgeted or would be paid from department-specific accounts. The elections director said the Jacqueline Building arrangement is the same approach used in May 2025 and that additional signage will be added so voters can find the correct entrance. The packet materials indicated the appraisal and contract items had been reviewed by county legal staff where required.
The board took no additional policy action on these items beyond approving contracts, payments and the runoff polling-place resolution.
