Southeast connector grading advances; paving bid and railroad segment timing to follow

City staff updated the council Oct. 20 on the Southeast connector roadway project, saying the project was split into three phases after the railroad work was separated and that grading work (division 1) is underway in multiple segments.
The presentation showed three segments on a map: a completed graded segment (contractor has moved in and seating/grading work done), an in-progress graded segment working from Highway 23 southwestward, and a blue-colored segment that is primarily grubbed with limited earthwork to date. Staff said paving bids and final paving timelines are expected later and that paving work appears likely to be pushed into the spring construction season without changing the overall completion date.
Council members asked whether utility relocations (gas and electric) had been completed; staff said relocations were complete in the graded sections and remain to be done in the middle segment. Staff said the contractor has moved dirt and that the schedule has been adjusted but the project remains on track for the overall completion window.
No council action or vote was required; staff said they would continue to provide project updates.
