County: DTSC remains oversight agency for Salinas Regional Soccer Complex monitoring; county cannot assume role now

Monterey County environmental health staff told the Board of Supervisors on Oct. 21 that the Department of Toxic Substances Control (DTSC) remains the appropriate oversight agency for remediation operation and maintenance related to the Salinas Regional Soccer Complex expansion.
Assistant bureau chief Marnie Flagg said the county reviewed the DTSC agreement and applicable health-and-safety requirements and concluded that Environmental Health does not meet the qualifications to assume operations-and-maintenance oversight because the role requires a licensed professional engineer or geologist on staff and the county bureau lacks that specific staff.
Flagg said DTSC’s oversight is tied to grant funding that covers DTSC costs; transitioning oversight away from DTSC while funds remain in place could imperil the grant and the project schedule. County staff have communicated with the soccer complex representatives and DTSC contacts and the project team has acknowledged the continuing role of DTSC under the current agreement.
Board members asked about the remaining grant timeline and whether transition could be revisited after the grant balances are expended. Jonathan Deanda, speaking for the soccer complex, said DTSC’s grant funding for oversight was expected to be exhausted in June 2026 and that the complex would welcome further conversation once grant closeout is complete.
Ending: Environmental Health concluded no county action was required at this time but said it would revisit the question when DTSC’s grant and oversight responsibilities change or after further discussion with DTSC and project stakeholders.
