Polk County Board approves social-services and juvenile services contracts, Tri-County agreements

On juvenile services, the board approved a Tri-County Community Corrections Title 4-E agreement to authorize placements and to enable Title 4-E maintenance payments; the board also approved Tri-County residential services contract rates for 2026 (member county nonsecure placement/evaluation and shelter-care rates at $189 per day; nonmember county placement rates and evaluations at $415—$440 per day, depending on placement) and a transition-program contract (daily rate increasing to $25 per day, an increase of $4 per client per day).
The county approved three disability-services contracting items for 2026: a new semi-independent living contract with Anew Directions for $25,000; a contract with Lutheran Social Services to provide semi-independent living services (amount not specified in the meeting packet as read into the record); and a contract with REM (listed in packet as 'Ram'/REM) to provide semi-independent living skills in the amount of $80,995.
Finally, the board approved the county's 02/2027 Minnesota Family Investment Program biannual service agreement, which is the periodic summary the county submits to the Minnesota Department of Human Services describing programs and strategies to support MFIP participants.
Most motions were moved and seconded by commissioners on the dais (several items recorded with Paul and Warren or Gary and Warren as mover/second) and were approved by voice vote without recorded roll-call tallies.
