Madison County staff update timeline, costs for Yandell Road improvements

County staff reported design progress, contract values, parcel impacts and next steps for two Yandell Road segments, and said right-of-way work and a U.S. Army Corps of Engineers permit are pending.
Madison County staff provided an update on planned improvements to Yandell Road from Highway 51 to Smith Carr Road and from Smith Carr Road to North Old Canton Road, reporting contract values, design progress, utility coordination and next steps.
Stan, a Madison County staff member, said the county executed the construction contract in November 2024. The contract value for the Highway 51–Smith Carr segment is a little more than $1,100,000; the Smith Carr–North Old Canton segment is a little more than $1,500,000. In budget build terms, staff reported roughly 30% complete for the Highway 51–Smith Carr segment and about 27–28% for the Smith Carr–North Old Canton segment.
The project is in concurrent design on both segments, with combined design progress about 40% complete, Stan said. Preliminary design is scheduled for completion in June 2026 and final design in December 2026; staff said they remain on schedule for those milestones. If design and procurement proceed as planned, Stan said the county expects to advertise the first construction phase and begin bidding in early 2027.
Staff identified 16 utility providers for coordination and reported having met with Entergy about planned improvements in its corridor. Stan said the county has begun coordination to identify potential utility conflicts and relocations and will continue follow-up with remaining utilities.
County staff identified 73 parcels that would be affected across both segments; Stan said 36 parcels are in the Highway 51–Smith Carr segment and 37 are in the Smith Carr–North Old Canton segment. Staff submitted a contract amendment late last week proposing to retain Integrate Right of Way Services to begin right-of-way acquisition services; that amendment is under review by county staff, Stan said.
Stan said the project team identified some wetlands along the corridor but does not anticipate impacts to those wetlands. The county plans to submit a Section 404 permit application to the U.S. Army Corps of Engineers and expected to submit that application the week of the meeting. Stan noted the possibility that federal review timelines could be affected by a government shutdown.
On sequencing, staff said the county will decide, closer to advertising, whether to bid the two segments together or phase them separately. No formal votes or contract awards were taken at the meeting; the right-of-way contract amendment remains under county review.
Next steps reported at the meeting include continued utility coordination, completion of preliminary and final engineering plans, submission of the Corps 404 permit application, and county review of the proposed right-of-way acquisition contract amendment.
