He said the east segment’s field-review plans will be submitted in the next reporting period.

For the east segment he reported a band of high-volume clay soil from about 1,000 feet east of Bainbridge to 12 Oaks Trace; roughly 30% of that segment will require mitigation or repair to the existing roadway. Ferguson described traffic control and staging on the east segment as more complicated because of those repair needs.
Schedule and next steps: Ferguson said the west segment is projected to begin construction in the first quarter of 2027 and the east segment in the first quarter of 2028. He cautioned the schedule may shift because his original timeline did not allow sufficient time for county staff reviews; he said staff reviewer Tim will need additional time to review submitted plans, which could push dates.
Administrative steps underway include generating parcel index maps and deed descriptions to support right-of-way acquisition; Ferguson named Mark Dye as the person who will handle turning those documents over to right-of-way technology. Ferguson said utility coordination and office-plan reviews will continue.
