Assistant Director Liz Krug and department staff said the package updates an overarching set of park rules and several amenity‑specific rule sets (disc golf, bike park, natural areas, campgrounds, archery range, amphitheater, stables, ramadas, and special events). Staff said most changes clarify existing language, incorporate contemporary issues (drones and e‑bike use), and add transparency about administrative fees such as non‑refundable credit‑card processing charges for reservations.
Krug said the Parks and Recreation Commission reviewed the proposed updates over multiple meetings and recommended approval. The department held two public meetings and posted the draft rules for online comment in September; it reported limited public response and no substantive opposition during the outreach period. Staff will present the final ordinance amendment, with a public hearing, to the board on Nov. 9.
Supervisors praised the commission and department for the outreach and said the changes help make expectations clear for users and for special event organizers who lease county facilities.
