Rhinebeck board approves $21,052 panel replacement at Violet Hill pump station

Anthony, a consultant with Delaware Engineering working on Rhinebeck's water and wastewater upgrades, told the Village Board on Oct. 14 that the Violet Hill pump station control panel has required repeated field repairs and is outdated. He said the problem arose after the village's engineering report was submitted to the Environmental Facilities Corporation (EFC) and therefore was not in the original scope for the grant-funded project.
Anthony said EFC "received that confirmation" to allow the repair to be funded through the grant, and that Delaware Engineering produced a quick design at no cost to the village. Contractors submitted proposals and the chosen quote totaled $21,052 to "replace the entire panel, VFP drives, instrumentation, pressure relief valves, sight glass of pneumatic tank, and other purposes to accommodate the vacuum prime system," Anthony said. "It is our recommendation that that proposal be accepted."
Board members noted the village has $200,000 in contingency for the larger upgrades project and that $197,000 of that contingency remained available. Anthony said earlier budgetary estimates were as high as $40,000 to $50,000, and that the $21,052 price was "very fair."
A motion to accept the bid was made and seconded during the meeting. The board voted in favor; the motion carried by voice vote. No board member recorded a roll-call vote on the record.
Anthony also gave a brief construction update: wastewater equipment remains on fabrication lead times and is not expected on site until December, while the water site has a slab, foundation and breezeway connection in place. He said ultraviolet (UV) units are installed and an electrician has been working on panel installations and conduit runs. He said building materials were scheduled for delivery Oct. 28 and that a building permit application had been filed with the town. "We put an application in last week for a building permit," he said. "I have not received any feedback, but I'll be following up to see what the status is." The board said they would expect a permit letter soon.
The approved replacement will be performed by the same contractor working on electrical work for the project; board members said the vendor could complete the work without disrupting the project schedule. Anthony stated lead time for the panel and VFP drives is about eight to ten weeks.
The board did not set a separate effective date for the work beyond approving the contract; the vendor's lead times will govern the installation schedule.
Ending: The board approved the panel replacement to address recurring failures at the Violet Hill pump station and to keep the broader water upgrades project on schedule. The village will fund the work from the project's contingency and proceed with procurement and installation.
