Dare County Board of Elections appoints poll officials for Kill Devil Hills precinct and early voting site

At its October absentee meeting, the Dare County Board of Elections approved three election-day and early-voting appointments to replace officials who declined or withdrew, including an emergency out-of-precinct assistant.
The Dare County Board of Elections on Tuesday approved appointments to fill three poll-official vacancies for the Kill Devil Hills precinct and the Kill Devil Hills early voting site.
Board members appointed Joanne Mathis as an election-day judge for the Kill Devil Hills (KDH) precinct to replace Georgia Ellis, who withdrew from the election; Thomas Moran as an assistant for the KDH precinct in an emergency, out-of-precinct appointment; and Kathleen Snyder and James Blows as judges at the Kill Devil Hills early voting site. Each appointment was moved, seconded and approved by voice vote.
The chair noted the replacements were intended to preserve party balance. The board recorded that the balance of partisan election officials remains “unchanged” after the appointments. Board members said the Thomas Moran appointment was made as an emergency because it was late in the election period and staff had difficulty finding a replacement who lived in the precinct.
All motions to appoint the candidates were approved by voice vote with no recorded dissents in the meeting minutes.
