Bert, a member of the Board of Finance, noted the proposed timeline derives from Connecticut statute, saying, "the origin of this proposal is in the statutes, 10-2-22," and argued that an earlier submission would give oversight bodies more time for review. The Board of Education chair, Jeff, and other commissioners cautioned that moving the submission date earlier could make budgets harder to finalize, because state aid and grand list information often arrive late; staff said the grand list is typically finalized around January 30.
Commissioners also discussed a Board of Finance suggestion that the charter require a uniform budget format so departments and the school system present comparable summaries. Supporters said incompatible formats force extra staff time and make cross-department comparisons difficult; the finance director and town staff said achieving a compatible format is feasible but may require technical reconfiguration because the board of education's internal accounting groupings differ.
Separately, the commission agreed to match language across charter sections to add the town website as an authorized place to publish hearing notices. Commissioners proposed adding "or in such other manner as prescribed by the general statutes" and specifically listing "the town's website" so the charter does not block future statutory changes away from newspaper-only notice.
No final charter wording was adopted in the meeting; commissioners asked staff and town counsel to confirm where the charter may deviate from state statute and to produce coordinated redlines of the budget-timing, format and notice provisions for the next meeting.
