Traffic Authority approves four annual events; RCA light-up conditional on liquor permit

The Norwalk Traffic Authority on Oct. 20 approved permits and closures for four annual community events: the Turkey Trot, RCA Light Up Night, the Norwalk River Fun Run and the Jingle Bell Run.
Organizers and city staff described each event as similar to prior years and said they would continue standard public-safety measures. Erin Foley, speaking for the event organizers, said of the Turkey Trot: “It's a fundraiser on the morning of Thanksgiving, and the route will be the same as it has been in prior years.” Foley said police and fire would be on site and an EMT would be present.
The RCA Light Up Night event was approved by the authority with a contingency tied to the liquor control process. Foley described the light-up event as a fundraiser that “raises money for the local 5 0 1 c threes like Carver and the schools.” This year the event will include alcohol sales inside a monitored tent; Foley said alcohol sales would be from 5 p.m. to 8 p.m. and that volunteers would check IDs for patrons of questionable age. The chief of police said he would verify with the liquor authority that a temporary permit had been sought and that restrictions would be in place. Mayor Rilling suggested approval be “contingent upon approval from this liquor control commission.”
Rebecca Kovacs of Recreation and Parks spoke about the Norwalk River Fun Run, which she said is a 1.2‑mile run that starts at Vets Park, uses sidewalks and finishes at the Maritime Aquarium; the city works with DOT to keep the bridge closed “for a short period of time” during the run. Kovacs said participation typically ranges between “2 50 to 3 50” attendees and that no roads are closed other than the brief bridge closure for the initial leg.
The Jingle Bell Run was presented as unchanged from prior years; the police department said it had no concerns.
All four items passed on voice votes. The authority recorded the RCA Light Up Night approval as contingent on confirmation from the liquor control commission and asked the police chief to follow up on the special-event liquor permit.
