City moves to establish dormant special service areas; public hearings set for January 21

City staff asked the Planning and Development Committee to continue the city’s multi-step process to establish dormant Special Service Areas (SSAs) for subdivisions previously approved by the city. The committee voted to pass ordinances that set public hearing dates and to authorize staff to notify property owners in affected subdivisions.

Staff said the actions wrap up the process for Munhall (Munhall Glen/Lehi referenced in the presentation) and begin the process for the Victoria Subdivision and the Charlestown/Charleston Lake subdivision on the northeast side of the city, north of Smith Road. For the items discussed at the meeting, staff proposed and the committee set a public hearing date of Jan. 21; staff will mail notices to property owners and follow the statutory procedures for SSA establishment.

Committee members asked why one subdivision (Munhall Glen) had been included on an omnibus earlier and the others were not; staff explained Munhall Glen’s first step had been initiated earlier in the year with a July public hearing and the timing differences reflect when each SSA process started. Committee members asked clarifying questions about the procedural steps and then voted to pass the ordinances setting the hearing dates. Staff said notices will be sent to all property owners in the subdivisions and the hearings will give owners a chance to comment.
