Council approves development agreement for 66-lot Oaks at Irish Prairie Unit 2

The McHenry City Council on Oct. 20 passed an ordinance to enter into a development agreement with ADL and Associates to complete Unit 2 of the Oaks at Irish Prairie subdivision, a 66-lot phase of the overall 206-lot development.
Director Palorecki told the council ADL is a contract purchaser and that much of the underground infrastructure already exists; the development agreement covers finishing roads, curbs, gutters and other public infrastructure. "ADL and Associates is looking to purchase the Phase 2 Of The Oaks At Irish Prairie, which consists of 66 lots," Palorecki said. ADL's representative, Andy Teigen, said ADL will post new bonds to replace the current owner's bonds and expects public infrastructure work next year.
Teigen gave a project overview: Avanti is the current owner; ADL will acquire Unit 2, post bonds, complete required Unit 1 and Unit 2 public-improvement items, and coordinate utilities and turn-lane improvements at Maryville Road and Veterans Parkway. He said companies contacted for relocations include ComEd, Comcast and AT&T and that coordination with Kinder Morgan is required because of nearby high-pressure gas mains. Teigen said Ryan Homes (the builder division of NVR) will be the homebuilder and described house plans and price points: "Price points expected to be between 350,000 and 450,000." He added, "All homes will have basements. We've got 15 walkout lots...23 lookout lots...and the others would be 28 standard basement lots."
Council members asked about exterior materials, cleanup during construction and warranties. One alderman raised a concern about a reported history of nondisclosure agreements from a national news report; Teigen said the city had not observed that practice in the builder division working on this project. Council motioned to approve; the roll call vote recorded all present members voting Yes and the ordinance passed.
Why it matters: The agreement moves remediation and finishing of public infrastructure forward and sets a timetable for construction and home sales that could affect traffic patterns, utility coordination and housing supply in McHenry.
Next steps: ADL will post bonds, complete infrastructure work in 2026 including turn lanes, and staff will oversee permits and inspections under the development agreement.
