The final plat covers an eight-unit duplex project at the corner of First and Prairie streets known in staff materials as River 504 Row Home. City staff told the committee the final plat conforms to the previously approved preliminary plat; staff recommended approval "subject to resolution of outstanding staff comments," and noted the developer revised the landscape plan to show brick pavers on the First Street sidewalk and agreed that parkway trees on Prairie Street would be planted at the largest caliper available and verified by staff.
The TIF matter is for a redevelopment agreement between the city and the project builder. Staff said the TIF reimbursement would be limited to parking and streetscape along First Street and would be paid in two installments: one after the parking is completed and accepted by the city and a second after the streetscape is finished. Staff reported a change from the prior presentation: the maximum reimbursable amount rose from about $268,000 by approximately $12,280, reflecting added brick pavers and related streetscape enhancements.
Committee discussion was brief and procedural. A motion to approve the final plat was moved and seconded; a roll-call vote recorded Petrillo and Kim as "no" and Salceda as "no," with Fessner, Weber, Folks, Vanguard and Munn recorded as "yes;" the motion passed. The separate motion to authorize the mayor and city clerk to execute the TIF redevelopment agreement was moved by Weber, seconded, and passed on a roll-call vote with the members present recorded as "yes."
Staff and council members emphasized the public nature of the streetscape work and that there is "no private benefit" to the parking and public realm elements beyond supporting the residential project. Staff also noted the revised landscape and paving details respond to conditions attached to the project’s PUD amendment and preliminary plan.
The committee did not request additional study or refer the items to another meeting; both approvals will proceed to the next formal steps required for implementation.
