Missoula LEPC holds October meeting; committee approves prior meeting minutes

The Missoula Local Emergency Planning Committee (LEPC) convened Oct. 14 in Missoula to receive briefings on hazardous-spill reporting, the past water year and a winter outlook, preliminary FEMA floodplain maps, and local mitigation and response resources.
The committee approved the minutes from the prior meeting by voice vote after a motion and second; no objections were recorded and the minutes were entered as approved.
The meeting opened with a presentation from the Montana Department of Environmental Quality (DEQ) on reportable spills and the agency’s emergency-response role, followed by a National Weather Service review of the 2024–25 water year and seasonal outlook. Missoula County staff updated the committee on preliminary floodplain maps issued by FEMA for the Clark Fork, Bitterroot and Rock Creek, and Missoula’s floodplain administrator said more public information will be published soon.
Members also heard updates on county and regional grants and capabilities: the county’s new mobile command vehicle is complete and will move into training and operational familiarization; county staff described Community Wildfire Defense Grant implementation and related BLM cost-share work; and several Homeland Security and Hazard Mitigation Grant Program (HMGP) proposals were discussed. The Access and Functional Needs (AFN) subcommittee and public-health preparedness reported on recent meetings, tabletop exercises and disease investigations.
