Larimer County commissioners approve consent agenda including Meals on Wheels contract amendment and sales-tax vendor fee elimination

Larimer County commissioners on Tuesday approved a consent agenda that included a contract amendment for senior meal services, multiple liquor-license actions, regulatory updates and a resolution eliminating a sales-tax vendor fee.

The three-member board voted 3 to 0 to approve the consent agenda during the Oct. 14 administrative matters meeting. Chair Kristen Stevens said, “That motion passes 3 to 0.”

The most substantive financial item on the consent agenda was Amendment 1 to a contract between the Larimer County Department of Human Services and Meals on Wheels of Loveland and Berthoud. The amendment increases the contract total to “not to exceed $357,839” and extends the contract through June 2026, according to the consent materials read at the meeting.

The board also approved a recommended midterm appointment of Commissioner Jody Shattuck McNally to the Estes Park Local Marketing District, with a term beginning Oct. 14, 2025 and ending Dec. 31, 2027. The appointment was included in the consent package and carried on the voice vote.

Other items approved on the consent agenda included: - A letter of support for a local impact accelerator grant to support development of a countywide waste-diversion ordinance for construction and demolition debris and readily recyclable materials. - Four liquor-license items: a beer-and-wine license for Colorado Cherry Company (Lyons), a tavern renewal for Potbelly Restaurant and Lounge (Red Feather Lakes), a special-event permit (National Philanthropy Day in Estes Park), and a hotel-and-restaurant renewal with optional premises for Dow House (near Estes Park). - A letter of concurrence for Colorado Parks and Wildlife to enter into a permanent off-site stormwater drainage easement with Freedom Storage LLC tied to a planned CPW regional office at I‑25 and East County Road 50. - A resolution to change fees for the Larimer County coroner’s office related to non‑Larimer‑County use of the morgue. - A finding and resolution denying the Bradbury Administrative Special Review short‑term rental request for an eight‑guest rental in an existing single‑unit residence; the public hearing for that application was held Sept. 8, 2025. - Updates to Title 29 regulations relating to the Larimer County Department of Natural Resource Areas and Facilities, effective January 2026. - A resolution eliminating the 2.22% sales-tax vendor fee for vendors that collect and remit county sales tax; the county said the change aligns Larimer County with the state’s elimination of the same vendor fee and with modernized tax‑collection software.

All items were carried as part of the single consent motion. The board did not take individual roll-call votes on each consent subitem; the recorded tally for the consent motion was three in favor, zero opposed.

The commissioners did not discuss individual consent subitems in depth during the meeting; a county staff member noted that more detail on some items would be available in accompanying staff reports and in the posted agenda packet. The board moved on to its scheduled discussion items after the consent vote.
