Alpharetta council approves AlphaLoop extension funding, awards sidewalk and fleet contracts, creates downtown dumpster permit

Alpharetta City Council on Oct. 20 approved four substantive items affecting trail expansion, sidewalks, city fleet vehicles and downtown commercial waste handling. All motions passed unanimously.
MOU and AlphaLoop extension: Council approved a memorandum of understanding with True North 400 and the North Fulton CID for construction and construction management of the AlphaLoop along Lakeview Parkway, and authorized the mayor to execute documents for an amount not to exceed $300,000 to be drawn from the AlphaLoop bond account. Director Sacevich presented the item and said the cost increase — approximately $300,000 — resulted from design changes including removal of a small island and adding a 12-foot-wide sidewalk and relocating an 8-foot sidewalk to the opposite side of the roadway. "We're requesting $300,000 out of the AlphaLoop bond account to go towards this project," Sacevich told council. A motion to approve was made by Councilman Heipps and seconded by Councilman Dorito; the motion passed unanimously.
Sidewalk and ADA ramp contract award: The council awarded Invitation to Bid 26-005 (FY26 sidewalk and ADA ramp repair) to NESW Incorporated, the low bidder, at $491,308 and authorized the mayor to execute the documents. Staff said the project covers approximately 3,700 feet of sidewalk and about 100 handicap ramps along Northpointe Parkway from Haines Bridge Road to Windward and estimated about 180 days for completion. The motion to approve the award was moved by Councilman Dorito and seconded by Councilman Hipes; council voted unanimously.
Fleet replacement: Council approved purchase of two public-works trucks through Invitation to Bid 26-007 and 26-008 from Family Ford Inc. doing business as Hardy Family Ford for a total of $124,154. Staff said the purchases will replace an 18-year-old and a 16-year-old truck and that the price was competitive with state contract pricing. Councilman DeRidio moved approval; Mayor Pro Tem Merkel seconded. The motion passed unanimously.
Downtown dumpsters and annual permit: Council adopted a resolution designating city property for placement of commercial solid-waste receptacles downtown and establishing an annual permit and program management by the city administrator. The resolution sets an initial permit fee at $50 per month (billed at $600 annually) and allows up to nine permits for the Roswell Street parking-lot dumpster area behind businesses west of Georgia Highway 9. The resolution also includes enforcement remedies (including permit revocation and city self-help cleanup) and requires businesses to meet city recycling requirements. Mr. Lagerbloom, presenting the item, said the permit program will shift the direct cost of collection to the businesses that use the dumpsters and that Truck and Tap has volunteered to serve as a pilot permit holder. The motion to adopt the resolution was moved by Mayor Pro Tem Merkel and seconded by Councilman Hipes; council voted unanimously.
