Board approves Volunteers of America subcontract for Gilpin County senior meals and transportation

The Gilpin County Board of County Commissioners on Oct. 14 adopted Resolution 25‑115, approving a subcontractor service agreement between Gilpin County and Volunteers of America to fund senior services including Meals on Wheels, congregate lunches and nonemergency medical transportation.
Janie Barker, director of human services, said the agreement channels funding from Volunteers of America (VOA) to the county to operate the senior program. She told commissioners the contract contains no changes from the prior year and that VOA’s funding does not cover the full cost of the program; the county and donations make up the shortfall.
Officials noted program statistics: the contract’s minimum for congregate meals is 675, and Barker said the county expects to provide about 2,500 congregate meals by year-end. Meals-on-Wheels requirements are reportedly on track; Barker said the program runs congregate lunch three days a week (Monday, Wednesday, Friday), daily Meals on Wheels and roughly 100 medical transports per month. The senior program currently uses five regular volunteers to deliver Meals on Wheels.
A board member observed the subcontract lists $8.25 per senior meal; staff also discussed that Summit Food Services bills senior meals at $8.10 under a separate vendor contract for kitchen services. Commissioners discussed volunteer drivers and liability; staff said further review with Risk/HR would be needed before expanding volunteer transport.
The board approved the resolution by voice vote, recorded as 3 ayes, 0 noes.
