Council approves first reading of 3% water and sewer rate increase; example bill rises about $2

The Zephyrhills City Council approved on first reading an ordinance to increase potable water, wastewater and reclaimed-water rates by 3 percent, effective on or after Nov. 1, 2025.
Staff explained the increase is recommended by a recent rate study to support a capital program that includes roughly $20 million of water and sewer projects this fiscal year. Using a standard customer example (4,100 gallons), staff said the monthly bill would increase from $68.11 to $70.16, an increase of about $2. The ordinance amends section 51.23 of the city code of ordinances.
Council members said modest, regular increases were preferable to deferring rate adjustments and later imposing larger hikes. The ordinance passed unanimously on first reading; staff will prepare materials and schedule a second reading for final adoption.
