Helena commission approves partial demolition at 425 Pine Street with preservation conditions

The City of Helena Commission on Oct. 20, 2025, conditionally approved a partial demolition permit for a contributing property at 425 Pine Street in the South Central Helena Historic District by a 5-0 roll-call vote.
City staff presented the application and HPO (Historic Preservation Office) analysis. Staff noted the applicant proposes to retain the original cabin as part of the remodeled residence and to remove later additions that present life-safety and code issues. The HPO analysis described the building as an original late-19th-century cabin with later additions; staff said rehabilitation is possible but presented estimates showing rehabilitation costs were substantially lower than full new construction (presentation materials show rehabilitation cost just under $100,000 versus new construction estimates in the $600,000–$700,000 range).
City staff recommended conditional approval with design conditions to reduce impacts on the historic district: retain and incorporate the original cabin into the front portion of the remodeled house; set the new addition back from the original cabin as shown in submitted elevations; and specify exterior materials (lap siding and shingle roofing) to match historic character. The formal motion as read in the record applied those three conditions; the commission voted 5-0 to approve. The agenda packet and HPO materials noted that staff received limited public comment (one letter and one email in support) and that salvage and documentation of historic material is required by city demolition procedures.
There was discussion about a proposed amendment to require photographic documentation in place for any historic objects discovered during demolition; that amendment was moved but lacked a second and therefore was not adopted. Staff and HPO representatives said documentation and salvage are required by code and clarified submittal should be made to community development staff for coordination with HPO.
The motion recorded in the minutes specifies the retained cabin and the required exterior treatment; the clerk recorded the vote as 5 to 0 in favor.
