"The big hang up ... it came down to the storm water and the grading," a Staff member said while reviewing spot elevations, the low point where existing catch basins collect runoff, and a retention swale that concentrates drainage near the pavilion footprint. Staff said the site is nearly flat and that runoff from adjoining roofs and streets flows into the low point opposite the planned pavilion.
