Planning staff discusses pavilion, grading and proposed fixed toilet on Glens Falls bike trail

Planning staff described stormwater, grading and building details for a proposed pavilion, a toilet-room building on the bike trail, and related site adjustments during a Glens Falls City planning discussion.

"The big hang up ... it came down to the storm water and the grading," a Staff member said while reviewing spot elevations, the low point where existing catch basins collect runoff, and a retention swale that concentrates drainage near the pavilion footprint. Staff said the site is nearly flat and that runoff from adjoining roofs and streets flows into the low point opposite the planned pavilion.

Staff provided technical details about the pavilion and associated structures: the neighboring pavilion has a 5/12 roof pitch on the outside and a shallower interior pitch; the planned building includes a garage door facing Leonard Street and has been shifted slightly to allow access where a container is currently sited. "There is currently a container that sits over here, and we've moved the building over just slightly to give Eric enough room so we can get in there," Staff said. Snow shed and cleaning behind the container were discussed as practical considerations.

Staff also described a proposed toilet-room building sited along the trail and said the preferred location is closer to existing water and sewer hookups: "It's just front yard side there...it's the best spot for us to hook up to the water and sewer that are there."
