DOE to set rubrics and single-file specification for petitions to eliminate statutory or regulatory reports
Summary

The Nevada Department of Education presented draft regulations on Oct. 20, 2025, implementing a statutory process from SB 460 that allows school-level or district personnel to petition for removal of statutory or regulatory reporting requirements.
Director Emilie Tebow said the proposed rule would require the Department to evaluate petitions using publicly available rubrics, to promulgate a model rubric for district review, and to establish a single-file specification for petition submissions. Petitions may be submitted by school-level personnel (educators, administrators, specialized instructional support personnel), charter management or educational management organization personnel, and district/local education agency staff. Tebow emphasized petitions should be submitted to the Department only when the reporting requirement falls under the Department’s jurisdiction; federal reports or requirements outside the Department’s authority would not be eligible.
Why this matters: The petition process is intended to reduce reporting burden by providing a transparent evaluation process and consistent submission format, and to give the Department a comprehensive inventory to inform legislative discussions about required reports.
Public comment and transparency: Trustees asked whether the Department would receive copies of petitions denied at the district level; Department staff confirmed they would and said legislative reporting will include counts and outcomes to improve transparency.
Next steps: The Department will finalize a single-file specification and publicly post rubrics to guide district and Department reviews of petitions.
