DOE proposes definitions and cleanup for school calendars, instructional minutes and reporting

The Nevada Department of Education presented proposed changes to NAC Chapter 387 on Oct. 20, 2025, that would update definitions for minimum daily period and instructional minutes, clarify what does not qualify as instructional time, align calendar reporting across districts and charter schools, and remove an annual alternative calendar report.
Director Emilie Tebow said the changes grew from the calendar credit and instructional time collaborative (2023–24) and reflect efforts to align regulatory language with current practice and reduce reporting burdens. The draft clarifies that lunch or nutrition breaks, unassigned periods, sports/club activities and study halls without tier-1 instruction do not count as instructional time. It also defines the minimum daily period as the minimum number of qualifying instructional minutes for a school day. The Department proposes removing the alternative calendar report (NAC 387.125) on the basis that adoption and approval processes now provide sufficient evidence of value and continuing annual reporting is duplicative.
Why this matters: The update aims to align regulations with current district practice, reduce redundant reporting and make rules clearer for districts, charter schools and specialized programs (adult high school, distance education, juvenile detention education, etc.).
Public comment: No commenters spoke in Las Vegas or Carson City about this item during the workshop.
Next steps: The Department will move the cleaned-up language through LCB drafting and continue to coordinate with districts and charters on implementation and definitions.
