With no other public comment, a commissioner moved to approve the transfer and the commission voted by voice to grant the license transfer. "We have a motion and a second. All those in favor signify by saying aye. Aye. Those opposed, same sign," the mayor said, and later announced, "Motion carries."
The vote was taken by voice; no recorded roll-call tally was entered into the record. The transfer was approved on first motion at the meeting.
