Nursing home director seeks waiver to add seven cameras, upgrade software; commissioners defer pending itemized quote

Shelley Richards, the county's nursing home director, asked commissioners for permission to waive the purchasing policy and approve a vendor quote to add seven security cameras and update software licensing for the nursing home.
Richards told the board the county uses a long‑standing vendor, OneSource Security, and that the requested work would add five interior and two exterior cameras to address blind spots in day rooms, dining areas and employee entrances. "We've had a couple of investigations in different areas where ... it's a blind spot," Richards said.
The vendor quote provided a single total of roughly $20,758 for hardware and $28,700 for the overall package as presented; Richards said the vendor did not itemize labor versus licensing in the initial quote. She said the software update would increase retention time from the current 32–38 days.
Commissioners asked whether the equipment is proprietary and whether alternate suppliers could be compatible. Richards said the current system uses Avigilon cameras and acknowledged she would request a more itemized quote for hardware, labor and licensing.
Commissioner Waring and others said the total felt high for seven cameras and asked staff to return with a breakdown. The board agreed to table formal action until a more detailed, itemized estimate could be provided and to consider the item at a Saturday meeting if the vendor can supply the requested detail by then.
