During the visitorscomment period, several residents asked the council to clarify tree-permit and removal rules, urged action on speeding and repeated parking violations on residential streets, and promoted an upcoming drug take-back event.
Karen Francois asked the council to clarify right-of-way tree rules and cited code sections 82-31, 82-34 and 82-35 inquiring whether property owners may remove trees in the parkway. City staff responded that the city would follow up to provide a detailed answer to her specific questions.
Bruce Yonker (2529 Boulevard) and Tamara Paul raised long-standing speeding problems on residential streets and noncompliance with the odd-even winter parking rules. City staff explained the enforcement philosophy: odd-even parking enforcement is prioritized when plows are active to keep roads passable, the city has recently increased the ticket amount and extended an hour for switching sides, and the online portal is the recommended method to report persistent violations so an officer can be assigned or the matter tracked. Staff also said lists of repeat offenders compiled by plow drivers are shared with police for follow-up.
Staff announced a drug take-back day on the coming Saturday from 10 a.m. to 2 p.m. at Wyoming PD and U of M Health West Campus for unwanted prescription pills, and noted that Godwin Mercado reservations are open with a contact phone number and email for bookings.
Speakers urged more consistent enforcement of parking rules and consideration of traffic calming on residential streets; council members suggested speed bumps as one potential tool and encouraged residents to use the online reporting portal to trigger enforcement.
