Middleton planning commission cancels hearing on updated impact-fee schedule after council schedules workshop

The Middleton Planning and Zoning Commission voted unanimously Oct. 20 to cancel a scheduled public hearing on a proposed amendment to the city comprehensive plan that would have added an updated Mid‑Star transportation impact fee capital improvement plan and fee schedule to the plan's appendix.

City planner (referred to in the record as "Madam planner") told the commission the City Council decided on Oct. 15 to hold a workshop to review connection and impact fees and asked staff to delay any action until the council workshop, currently scheduled for Nov. 12. The planner asked the commission to cancel the hearing rather than table it; commissioners moved and seconded the cancellation and the motion passed with an "aye" vote recorded as unanimous.

Planning staff said the council requested the workshop to review both sewer connection fees and transportation impact fees before the commission took further action. Because the council directed additional review, the planner said there was no reason for the commission to proceed at this meeting.

The commission's recorded action on Oct. 20 was a recommendation to remove the item from the evening's hearing schedule; the city will instead address the impact‑fee schedule at the City Council workshop in November. No further conditions or findings were entered into the planning record at the commission meeting.

Planning staff and commissioners did not discuss substantive changes to the impact‑fee proposal at the Oct. 20 meeting; staff indicated the matter will return to the planning commission only after council direction.
