Mooresville approves CRTPO submittals; sets 30% local match for Talbot Road widening, 20% for other projects

The Mooresville Board of Commissioners on Oct. 20 approved submittal of transportation projects to the Charlotte Regional Transportation Planning Organization (CRTPO) and set local match commitments that staff will include in grant applications. By motion, the board authorized a 30% local match for the Talbot Road widening project and 20% local matches for the other projects in the package.

Commissioner Qualls, who outlined the competitive context, said the town has secured roughly $45 million in grant funding over the past decade and that the Talbot Road gap — where wider lanes at both ends narrow to two lanes in the middle — creates safety and access problems for neighborhoods and jobs in the corridor. Qualls said increasing the local match for Talbot Road improves the project's score and its chance of award and that if the project is not awarded, the town owes no match.

Qualls moved that staff proceed with the grant package as presented: 20% local match for the East‑West Connector gap, Lake Norman High School pedestrian bridge, Terrace Road sidewalk, and other listed projects, and a 30% match for the Talbot Road widening. Commissioner Dingler seconded. The board approved the motion by voice vote.

Staff did not list a specific dollar estimate for the Talbot Road match in the meeting record; commissioners said an engineer's estimate for the project is substantial but did not provide exact figures during the discussion. The board directed staff to proceed with applications under the match structure approved at the meeting.
