Roy City Planning Commissioners approved site-plan and architectural reviews Oct. 14, 2025, for the final phase of the Rail Runner (also referred to as Roadrunner) multifamily project, clearing the way for construction of the remaining 69 units in the development.
Chase Andresi, representing the applicant, told the commission the project has already completed most of the previously approved 221 units and the phase under review covers the last 69 units at the south end of the site. "This is an overview of the site plan. The portion that we're talking about today is just this last 69 units, phase 3 at the south end of the project," Andresi said, noting the units will share amenities already constructed in earlier phases.
Staff noted the overall project was permitted for up to 294 units and the developer will build 289 units total; Phase 3 triggers off-site improvements for 4000 South, including access and traffic measures that must be finalized in engineering review. The planning commission voted to approve both the site-plan and architectural items with conditions set in the staff report and DRC comments. The motion passed on voice vote and by a recorded roll call for the legislative items earlier in the meeting; staff asked that outstanding engineering and DRC items be completed as conditions of final approval.
The commission and applicant emphasized traffic and access improvements required with Phase 3; staff said the engineering review will define final turning movements and other roadway improvements. Commissioners noted both project accesses are paved and that the project has already begun receiving certificates of occupancy for earlier phases.
The approvals were limited to site-plan and architecture conformance with city code and staff conditions; any future changes will require additional review or amendment.
