Mooresville postpones Black Angus Lane rezoning and annexation to Dec. 1 for updated traffic analysis

The Mooresville Board of Commissioners on Oct. 20 voted to continue consideration of a conditional rezoning (CZ2025-13) for an 86-acre parcel at Black Angus Lane and a separate voluntary annexation and utility extension request (AX2025-08) for an 85.951-acre parcel to the Dec. 1 meeting.
Dan Brewer of Bowman Consulting, engineer for the applicant, told the board the applicant revised the project design to make the connection to an adjacent subdivision emergency-access only and that change required an updated traffic study. Brewer said the revised traffic study has been submitted to the North Carolina Department of Transportation and is under review. He also said a warrant analysis for a potential traffic signal at the intersection of Faith Road and Shears Road had begun and would take a couple of weeks to complete.
Planning staff confirmed the items would be continued to Dec. 1. The clerk was asked to keep a list of commenters and interested parties on the record for the next meeting; the names noted for continuation included Kristen Huden, Mitchell Oates, Jessica Tari, Richard Beck and Darlene Hoffman. Commissioner Dingler moved to continue CZ2025-13 and AX2025-08 to Dec. 1; Commissioner Keriker seconded and the board voted in favor by voice vote.
No final action or vote on the rezoning or annexation was taken at the Oct. 20 meeting.
