The Town of Pittsboro Planning Board on October 20 voted unanimously to recommend approval of PB25-456, a map amendment to rezone 627 West Street from R-10 (high-density residential) to C-2 (highway business) for use as a pet grooming studio.
Staff presented the request as a legislative rezoning petition filed by Charlotte Kepler to convert an existing rental residence adjacent to the Seventh-day Adventist Church into a dog grooming business. Randy Cahoon Tingle, a staff member presenting the case, described the site as sitting on the town's truck route and in an area with existing commercial uses. "This one's pretty much a slam dunk in this particular direction," Randy said during his presentation, citing nearby businesses and a recent shift that placed the truck route on the adjoining corridor.
The board discussed site-improvement requirements, including paving of the parking area and providing handicap-accessible spaces; staff said the property owner will be required to construct a paved parking lot and bring the structure into compliance for commercial use. Board members also raised operational and safety concerns about the site's driveway visibility on the state highway and noted future traffic from nearby planned developments. The presenter confirmed the rezoning is the legislative step; any detailed driveway or construction changes would be reviewed later as part of site development and permitting.
A motion to recommend approval of PB25-456 was made by Planning Board member James Buster and seconded by Christina Peillard. The board approved the motion unanimously.
