The Town of Selma Appearance Commission voted Oct. 20 to approve a certificate of appropriateness (COA) for 112 North Massey Street to allow repainting of the house in the West Selma Historic District.
Megan, a commission staff member, swore in witnesses before the quasi‑judicial hearing. Applicant Tim Wales affirmed he would tell the truth and told the commission he owns the property. Staff presented the application and said the applicant proposed "repose gray" for walls, "serious gray" for the door and "extra white" for the trim and provided a physical color sample as part of the record. Staff asked that the staff report and supporting documents be entered into the hearing record.
Wales told the commission the work is a repair of the existing siding, not a full replacement. Commissioners asked clarifying questions about materials and scope; staff confirmed the proposed materials are compatible with historic materials in type, texture, color and durability. During deliberations the commission made the four required findings for a COA: the property is subject to historic preservation standards, the change is congruent with the district—s special character, the materials are compatible, and the decision is based on competent material and substantial evidence presented during the hearing.
The commission voted by voice to open the quasi‑judicial hearing, accept testimony and evidence into the record, close the hearing, approve the COA and authorize the presiding officer to sign the final paperwork once completed. The motions were made from the floor and recorded as follows: opening the hearing (motion by Miss Smith, second by Miss Rainer), closing the hearing (motion by Miss Rainer, second by Miss Gaskell), approving the COA (motion by Miss Rainer, second by Miss Smith), and authorizing the presiding officer to sign the final order (motion by Miss Rainer, second by Syler). The hearing record contains the staff report, color samples and testimony from the applicant and staff.
The approved COA allows repainting with the colors and the limited siding repairs described in the application.
