Zoning board approves conversion of North Front Street office building into 60 apartments

The Harrisburg Zoning Hearing Board on Oct. 20 approved a special-exception application to convert the office building at 1909 North Front Street into a 60-unit multifamily dwelling.
Applicant David Butcher of WCI Partners told the board the building — previously used as a corporate office and earlier as a rehabilitation facility — has a structural layout with repeated window bays that translates efficiently into one-bedroom apartments. Planning Director Jeffrey Knight said this adaptive reuse aligns with city goals for riverfront corridors, that the building has existing surface parking and that the site is appropriate for residential reuse given nearby mixed residential and commercial uses and the riverfront park amenity.
Knight noted the applicant has submitted a land-consolidation, subdivision and development plan concurrently with the zoning request and that planning commission recommended approval subject to standard departmental conditions. The planning bureau and planning commission concluded the project adds residents to the riverfront area and requires only minor exterior changes.
The board voted to approve the special exception; the chair said a written decision would be provided within 45 days. The applicant and planning staff will proceed with final permitting and any departmental reviews required by the land-development plan.
