Bylaws committee approves combining four subcommittees into two; tables change to elected-official speaking time

At its October meeting the Bronx community board's Bylaws and Ethics Committee approved a bylaws amendment to combine two pairs of subcommittees and tabled a separate amendment that would change how much time elected officials receive to address the board.

The committee voted to combine the sanitation and environmental protection committee with parks and recreation, and to combine housing with land use. The consolidation motion was seconded and approved by voice vote; committee members did not record a roll-call tally on the record. Ryan Barthel, chair of the Bylaws and Ethics Committee, opened the meeting and led discussion of the proposed changes.

The consolidation drew brief discussion on attendance and quorum. Proponents said reducing the number of distinct committees could reduce meeting overlap and improve attendance; opponents asked for careful drafting of the implementing bylaw language that the full board will receive. The committee's motion directs staff to draft the necessary bylaw language for presentation to the full board.

A separate proposed amendment to change elected-official speaking time drew more substantive debate and was tabled for further work. The amendment on the table would have given elected officials an initial five minutes of uninterrupted speaking time, and the Bronx borough president an initial 10 minutes, with up to four follow-up questions allowed. Committee members discussed whether to add an explicit cap on follow-up time (several members suggested a total per-speaker cap such as 15 minutes). Several members opposed singling out the borough president for extra time, arguing it could create a perception of favoritism or complicate the board's independence. Others said a firm cap would be appropriate to avoid meetings running long.

Diana (gallery speaker) proposed a separate, related change to extend the existing two-minute uninterrupted gallery-speaker allotment from full-board meetings to committee meetings, arguing that interrupting speakers at the committee level had reduced the ability of attendees to present uninterrupted statements. "I would like to propose just taking out the words 'full board' so it's each gallery session speaker at meetings shall receive an initial 2 minutes of uninterrupted speaking time," she told the committee, citing Article 6, Section 13 of the bylaws as the section affected.

Committee members also reviewed a two-page "cheat sheet" of Robert's Rules of Order procedure intended to clarify meeting process (points of order, questions of privilege, motions and appeals). A city-produced parliamentary-procedure training video link was posted in the meeting chat; committee staff agreed to distribute it.

The committee agreed to table the elected-official speaking-time amendment so a working draft can include explicit time caps and be routed through the full-board process before returning to the committee for a final vote. The committee did not finalize numeric caps at this meeting.

Members noted the Law Department has circulated proposed amendments to the board's Code of Conduct; those amendments are expected on the full-board agenda later in the week.
