Town staff and board members discussed that the zoning change would keep the property’s church use but add cemetery use; staff characterized traffic and noise impacts as likely low. Board members asked whether the rezoning would be considered a ‘‘spot rezoning’’; staff said a church and a cemetery are allowable uses in several zones and that anticipated traffic impacts should be minimal.
The board moved and seconded both the rezoning referral and the special-use permit referral; both items passed on roll-call votes with all present members recorded as voting yes. One board comment clarified the county referral requirement applied to the rezoning item but not to the local special-use permit.
No final rezoning or permit decision was made at the Oct. 20 meeting; the items will return after the planning board review and the Nov. 3 public hearing.
