The Shawnee Heights Board of Education voted unanimously to authorize use of an alternative delivery procurement method to prepare for the possibility that a future bond measure passes.
Tucker Petticord, who led the presentation on procurement options, described the step as preparatory: “We are preparing for the possibility that a bond might pass, and just doing all the work and crossing all the t’s and dotting the i’s ahead of that time,” he said. Petticord said the alternative delivery option (construction manager at risk, CMAR) allows overlapping design and construction work and can reduce schedule risk and supply-chain delays. He referenced state statute language during the presentation as governing construction procedures and the alternative delivery process.
Board member Sheila Meggers recommended moving forward after the public hearing requirement was met, saying the district would publish the required notice and begin the request-for-qualifications process: “If this is approved tonight, we’ll put that notice in the paper, and on the required website, as soon as possible,” she said, adding that the 15-day statutory window would land on Nov. 5 if the board approved that night.

Petticord described the statutory framework and the five burden-of-proof considerations the board must document (time or cost advantage, overlapping design/construction benefits, emergency scheduling needs, phasing/technical complexity, and competition/fairness safeguards). Meggers said the district will publish the notice in the district paper and on the required website and proceed after the 15-day waiting period.
