Planning staff asks Office of Law to review Manor Center water designation recommendation after public-works funding concern

Planning staff told the Baltimore County Planning Board on Oct. 16 that a recommendation sent from the board to county leadership to change the Manor Center water designation from W7 to W3 (sewer designation S7 retained) includes a condition that the county conduct a feasibility study to estimate cost and service areas for any proposed waterline extension.
Director-level staff informed the board that the Department of Public Works and Transportation does not have funds programmed for such a feasibility study; the director asked the Office of Law to review the recommendation. Planning staff said they will share the office-of-law response with the board when it becomes available.
Separately, staff reported a resolution introduced by County Councilman David Marks related to return of zoning designations for three CZMP (comprehensive zoning map process) issues along Philadelphia Road (5-095, 5-171 and a portion of 5-096). The resolution was described as reversing council-level zoning changes for those parcels to the zoning classifications that existed before the council action; staff said the resolution would be voted on by County Council on Oct. 20.
The board received the updates as information; no board action was recorded on the feasibility-funding question or the Council resolution during the Oct. 16 meeting.
