Commissioners approve three rezoning requests, including a conditional business site and residential reclassifications

Surry County commissioners on Oct. 20 approved three separate rezoning requests after planning staff presentations and limited public comment.
Martin’s Mountain Graphics LLC (ZCR 1269) won approval to rezone 2.029 acres from Rural Agricultural to Community Business Conditional to allow a sign-painting and installation hub. The planning board recommended approval with conditions; the petitioner agreed to two conditions recorded in the county file: (1) maintain signage directing combination (larger) vehicles to the most suitable exit route to reach Highway 89, and (2) no manufacturing of signs from raw materials on the site. Planning staff noted the request did not strictly conform to the 2040 land use plan for the area, and deputy county counsel advised the board that if it found the request inconsistent and nevertheless approved it, the land-use plan would be amended for the parcel by operation of law. The commissioners approved the rezoning and the petitioner’s conditions.
Harold Aldine Snow (ZCR 1270) asked to rezone 1.95 acres at 2047 U.S. 21 from Highway Business to Restricted Residential. Planning staff said the parcel is in a mixed-use corridor and that the request aligns with the county’s land-use goals to provide additional residential options. The petitioner said he has a contract to sell the property to a couple who would live there; the board approved the rezoning after the public hearing.
Linda Johnson Marion (ZCR 1271) sought to rezone 5 acres at 4285 West Pine Street from Rural Agricultural to Highway Business. Planning staff and the planning board recommended approval, noting the parcel sits adjacent to commercial uses and two interchanges and is within areas identified for commercial development in small-area planning. The board approved that rezoning as well.
All three petitions had been reviewed by the planning board, which provided findings that the county commissioners read into the record. Where staff or the planning board said an application was not fully consistent with the county land use plan, the board either denied or — in the Martins Mountain case — approved with conditions and the legal finding required to change the land use plan for that parcel.
The approvals carry site-specific conditions where noted and require the petitioners to follow usual site-plan, permitting and county development-ordinance requirements before development begins.
