The Bangor City Council on Oct. 15 approved its consent agenda and a series of orders and votes that will affect city operations, public health staffing and property projects.
Key approvals
- Resolve 25-281: The council accepted and appropriated up to $730,000 from the Maine Department of Health and Human Services to support Bangor Public Health and Community Services infrastructure, including funds for personnel, training, equipment and two maternal and child health public-health nurses. Councilor Dean moved the resolve and it passed.
- Consent agenda (passed): The consent agenda included multiple authorizations and contracts: 25-284 (award of two contracts for boiler replacement conversion and feed tank replacement at Bangor International Airport), 25-285 (waive bid process for a Department of Water Quality control system upgrade phase C), 25-286 (option agreement with Bangor Housing Development Corporation to purchase property off Main Avenue for $120,000), 25-287 (contract with Lakeside Concrete Cutting and Abatement Professionals for $555,600 for demolition and removal of the alert building at Bangor International Airport), 25-288 (lease agreement at 188 Main Avenue at Bangor International Airport), 25-289 (grant application to Maine semi-quicentennial commission for $10,000), 25-290 (accept gift of holiday decorations from the Downtown Bangor Partnership), 25-291 (accept donation of signage for city parks and rights-of-way for the Greater Bangor region visitor initiative) and 25-292 (ratifying staff action to apply for a Firehouse Subs grant for a multi-user headset system for the fire department for $10,000).
- Special amusement licenses: The council approved renewals of special-amusement licenses for Penn Entertainment Inc., doing business as Hollywood Casino Hotel and Raceway (500 Main Street), and for Gerry Bangor Holiday Inc., doing business as the Holiday Inn (404 Audlin Road). Public hearings for both renewals were opened and closed with no public testimony.
- Order 25-298: The council approved naming the municipal golf course clubhouse the John Frawley Clubhouse in honor of former city engineer John Frawley.
- Order 25-299: Council confirmed appointments to various boards, commissions and committees as recommended by the personnel committee following advertised vacancies and interviews.
Referrals and first readings
- Ordinances 25-293 through 25-297 were given first readings and referred to the planning board for review at the Oct. 21, 2025 meeting. These include amendments to the land development code, stormwater permit review changes, a rezoning request at 69 Perry Road and a rezoning at 1009 Ohio Street. Resolve 25-297 authorizes acceptance and appropriation of $156,970.96 from the Maine Department of Health and Human Services as a one-time general assistance payment; that item was presented as a first reading.
What this means: The DHHS public health funds provide additional staff and infrastructure capacity for Bangor Public Health and Community Services and include funding for two maternal and child health nurses. Contracts and demolition work authorized under the consent agenda will move forward under city procurement and project schedules.
