Fabens ISD adopts House Bill 3 goals tied to third-grade reading, math and CCMR targets

The Fabens ISD Board of Trustees approved the district’s House Bill 3 (HB 3) goals after a presentation from Dr. April Galavis, who outlined proposed targets tied to state goals for postsecondary attainment by 2030.
Dr. April Galavis, presenting the plan requirements and proposed targets, said the goals align with Texas’ 2030 objectives and the district’s district-wide needs assessment. The district proposed five-year targets that aim to raise the percent of third-grade students at the meets grade level and to increase CCMR (college, career and military readiness) measures.
Galavis gave specific targets presented in the packet: third-grade math meets-grade-level projected from about 20% to 50% by June 2029; third-grade reading from 31% to 51% by June 2029; and CCMR from an 85% baseline (noting CCMR data are reported a year behind) to a proposed 97% target by August 2029. She explained some targets are five-year steps and will be updated after the district receives STAR/ELC scores.
After the presentation the administration recommended approval and the board approved the HB 3 goals by voice vote.
